- Alecu Russo Balti State University is a classical university founded in 1945. The University undertakes the general mission of education and advanced scientific research, which would meet the demands of society. The main concern is the training of specialists at a high didactic-scientific level able to quickly integrate into the labor market, to be competitive in a competitive environment, through their ability to adapt changes and innovation. The University’s institutional strategic development plan is anchored in the idea of shaping the future through sustainable partnerships.
- USARB is the only higher education institution located in the Northern region of Moldova, and the vision is to be a national leader in higher education, recognized for academic excellence, advanced scientific research and innovation, to become the catalyst for the progress and prosperity of the Northern region of the country.
- Scientific research and technological transfer is ensured through the Nortek Center for Innovation and Technological Transfer, scientific research laboratories, the library that facilitates access to databases and scientific literature. The university has 6 accredited research profiles, holds the qualification “Internationally competitive organization”. More than 50% of the academic staff employed in the university holds scientific-didactic titles.
- Academic excellence is ensured through a wide spectrum of study programs: 39 Bachelor Programs, 44 Master Programs, 1 Doctoral School in Philology, 11 continuous training programs and 5 post-secondary technical professional training programs. The study programs have been accredited by national and international agencies: ANACEC, ARACIS, EKKA and AQAS. The university is institutionally accredited in 2023, by the international agency ARACIS (Romania). The university has 4 faculties, 1 college, 1 continuing education center, about 4000 students.

USARB is a member of the Francophone University Agency (AUF), the Cross-Border Consortium of the Universities of Ukraine, Romania, and Moldova, part of the international consortia implementing projects within the Tempus, Tacis, Erasmus Mundus, DAAD, AUF, Erasmus+, Fulbright, Horizon and Cross Border Cooperation Moldova programs.
